Here is to the month of love…for that special someone, your family, your closest friends, and your cuddly, loveable, cute as a button fur babies!

We have a busy month for those of you wanting to venture out and socialize.  We are having a Cheers event at the Firehouse Theater on Sunday, the 6th, with the showing of Maiden.  Our Friday Night events are turning out to be quite tasty!  Sloppy Joes on the 4th.  Sub Sandwiches on the 11th with the Edmonds Yacht Club gang.  Superbowl on Sunday, the 13th, with the Bengals and Rams.  Make sure to come by and see our new TV and sound system to enjoy the game!  Then we have our Annual Brownsville Cruise and our “Trip to Italy” dinner on the 19th.  Always a fun event!  Then on the 26th, let’s put on our beads and masks and celebrate Mardi Gras!  Make sure to RSVP for these events so we can plan for the proper amount of food for all!

 




On Thursday, February 17th, join us for our monthly General Meeting where the Board will be asking the membership to vote on our Long Range Plan and our Clubhouse Design.  Please take a moment to go out to our website and review the documents prior to the meeting.

This month the Board meeting will be held on Tuesday, February 15th at 6pm.  Our General Meeting will be held on Thursday, February 17th at 6pm. Both meetings are planned for the clubhouse. Please check your emails for any up-to-date COVID-related announcements.

Lots of events to enjoy this month at the Kingston Cove Yacht Club. Come out to the clubhouse and make new memories and friends. Mark you calendars and check your emails for future details to ensure that events are happening as planned:

Fleet Update


Calling All Members, with and without boats:

We have an active cruise season ahead. Come out and join us.

Brownsville is next.  I’m sure you have all seen the emails.  While the RV sites are all spoken for we have plenty of slips in the marina and room to park if you choose to drive.   Sandi Dalglish is both Cruise Captain for the boaters  and Co Chef with MaryAnn Harris for Saturday night.   Friday night the local café is planning some live music.  Saturday is the famous Italian Night Out designed for everyone to attend no matter your mode of transportation.  We will likely have a fire going in the fire pit and lots of fun.  Please note that the registration for dinner and slip in the marina are separate so plan and register accordingly.


Port Orchard
 is next on the Cruise Calendar.  Registration is now live on the website so sign up.  We have 15 slips reserved plus there is the Comfort Inn on the Bay walking distance from the Marina.  For the RV’rs,  Manchester State Park is 5 miles away (I have not checked it out). Brownsville Yacht Club will be at Bremerton and we are working on some joint activites.  There is a walk on ferry that runs between Port Orchard and Bremerton.  Also we have the barge with covered area reserved for activites.


Everett
 is our April Cruise. This is one of the best destinations for whale watching as the gray whales stop into Possession Sound to feed on their way north from Hawaii to Alaska.  This year we will be at the new Guest Dock #5.  Take a stroll on Jetty Island, there are great places to eat and there is Hotel Indigo or The Inn at Port Gardner both in the Everett Marina and walking distance.  I am chatting with the Everett Yacht Club to see if their brand new clubhouse will be open.  We have the Activity barge with BBQ’s and picnic tables reserved as well.  


Help Wanted

  • Cruise Captains for both Port Orchard and Everett.  Click on the volunteer link when you register.  Happy to send a “job description” if interested.
  • Opening Day Committee Chairperson. I am also in the early stages of planning Seattle Opening Day activities on Lake Washington. 
  • Someone willing to provide the Parade Boat for Opening Day
  • New people to bring fresh ideas to the Cruise Committee.  Happy to provide details of what this involves if interested.

Be aware that the Prime Rib Dinner that was scheduled for Edmonds in January will now be held at the Kingston Cove Club house Saturday May 14th in conjunction with other Kingston Opening Day of Boating activities.

Membership Committee's New Member Sponsor Program

The February Membership Meeting is scheduled for Thursday, February 9th at 1:00 PM at the Clubhouse.  The Committee will be working on new member sponsor program.  Members who have an interest in this topic are invited to attend.  The purpose of the sponsorship is to provide new members with information on the club, guide them through the induction process, introduce them to other members, and keep them informed of Club events and meetings.

Sponsorship is an important component in creating the atmosphere where “everyone knows your name.”

KCYC Cruises to Brownsville, WA
Friday, February 18th—Sunday, February 20th

For our Water Cruisers:
Every year the KCYC Fleet heads to Brownsville and enjoys a fun weekend.  This year Ken & Sandi Dalgleish will be our Cruise Captains, and plans are being made for a terrific weekend.  There are 10 slips available and boaters should sign up now.  Only one member per boat needs to register on the KCYC website. 

For our Land Cruisers:

Brownsville is just a short drive....and activities on Friday night and Saturday Night are being planned for everyone, regardless of how you got there. Read below about the special dinner on the schedule for the weekend.

Polar Bear Cruise


Even with the postponement of the Prime Rib Dinner the Polar Bear Cruise carried on.  The Fleet was at Edmonds for  a nice dry calm weekend.  Chuck Turner was the Cruise Captain with several events (mostly around eating and drinking) organized.  Edmonds is a good close easy cruise for January.

Game Nights at KCYC thanks to the Cheers Committee

 

Friday, January 14th was the first Cheers monthly Game Night, followed by the second Game Night on Friday, February 4thThere were numerous games to choose from including Scrabble, Mexican Train, Yahtzz, and Catch Phrase. A very competitive Yahtzz game provided fun and laughs.  

Going forward, the Cheers Committee is holding a monthly Game Night on the first Friday of every month. 
 

Come on down to the Club to enjoy sloppy joes and play your favorite game!

RBAW Report for February

We have several articles to share this month. Lots going on in our world of boating. 

Legislative Day Report

RBAW hosted our Legislative Day when attendees and our lobbyist, Doug Levy, met via Zoom with select members of the WA State Legislature to discuss our top 2022 bills and other supplemental budget concerns. This year is the second year in the legislative and budget cycle which is a biennium process. This is referred to as the “short session” where it is expected that business will be wrapped up in 60 days.

There were over 20 people on various calls representing the RBAW Board including yacht club representatives and many individual RBAW members. With only 15 minutes per meeting, people were coached to be brief and concise in their comments/questions. Zoom links were provided ahead of time for each of the 18 scheduled meetings. Luckily most legislators were able to join without being called away on other more pressing business.

The key talking points for the meetings revolved around two key bills which RBAW is tracking this session:
1.  Expand and Create Sustainable Funding for the Derelict Vessel Removal Program
2. Require Mandatory Wearing of PFD’s on Canoes, Kayaks and SUPs

In addition, RBAW supports one time funding of $300,000 in the Gov’s Supplemental Budg
et for grants to agencies or organizations for an education and awareness campaign for boaters sharing Lake Union with Kenmore Air to minimize or eliminate vessel and seaplane conflicts.

Watercraft Excise Taxes - Update on SB 5598 Funding


RBAW worked with the Department of Natural Resources (DNR) to craft this bill to allow 25% of the Watercraft Excise Tax we pay annually with our vessel registration fees (about $7.5 million biennially @ $3 per vessel) to be redirected to the Derelict Vessel Removal Fund rather than go straight into the general fund. Since boaters are the only recreational vehicle/vessel to pay this tax, it allows boater dollars to be used for a boater related program.

Of the meetings I attended, this seems to not be generating any negative responses which could be an indication of the legislature feeling that money isn’t as tight as it has been in previous years. Also, legislators realize, when they hear that one commercial derelict vessel can eat up several million dollars of the annual allotment that a real need exists to find more funding to remove up to 250-300 vessels on the list right now. Removal costs are exorbitant taking into consideration the permit process, environmental hazard engineering to do it safely, expertise required, heavy equipment etc. Also the DNR wants to move forward with derelict vessel removal from not only public lands but also private lands. On the radar is also a move towards recycling of boats rather than putting them into landfill.


As a follow up, RBAW President Bob Wise testified at a hearing on January 20 in support of SB 5598 at the Zoom hearing of the Agriculture, Water, Natural Resources and Parks committee chaired by Senator Kevin Van De Wege. Several marina owners and public Ports directors also testified in support. There were no speakers who were opposed.

How to Track Your Favorite WA State Legislature Bills

You can easily track where a Bill is located in the legislative process during the session by using this internet address: https://app.leg.wa.gov/billinfo/   Once you enter the Bill number in the search box (Hint: Do not put SB or HB before the number), you will be redirected to the page with the specific Bill information. You can also access a video of committee hearings including comments by those who have signed up to testify and see the schedule for future meetings.

RBAW is extremely committed to water safety. Our members believe that education and awareness are a key rather than running headlong into people’s desires to retain their individual liberties. RBAW supports this bill provided it remains narrowly targeted and limited to the above watercraft when they are underway as these human powered vessels account for the growth in accidents and fatalities on state waters. Sales of these watercraft have exploded in recent years.

In the past 5 years, there have been 38 reported fatalities where canoes, SUP’s or kayaks were involved. In 26 of those incidents, the operator was not wearing a PFD. If passed, this would become enforceable on July 1, 2022.

In a hearing on HB 1707 on January 19, the committee voted 7 yes, 4 nay and one committee member voted “without recommendation”.

Cross the Border from Nancy Langwith. Also, Neil Parker will present Navigational Basics – The Good
Old-Fashioned Way. Other session topics are being firmed up – stay tuned for updates.

New Committee Members
We are happy to announce Neil Parker and Patricia Gundlach have joined Chuck Turner and Janiece
Christian in the Boater Education Committee. At our first committee meeting they all brought some
great ideas for the coming year. We are planning to share ways to stay safe and avoid embarrassing
situations on the water. Education is the key to success.

Would you like to be crew on a boating adventure?
Perhaps you don’t have your own boat but would like to join someone that does. There are many ways
you can become a real asset out on the water. Consider taking an online course. For example –
NauticEd.org has a Qualified Crew Member Course. Take this course and earn some bragging rights with your fellow crew mates.

On the Passing of Rick Graham

We are incredibly sad to share with our membership that Rick Graham has passed away. Rick and Cheryl were long time yacht club members that devoted so much of their time to the success of our club.
 
We will miss his smile, hugs and love for each of us. We will take solace in knowing they are both together again, as their love is endless
