COMMODORE'S CORNER

Commodore 2023-24 Rita Osborn

September is here already, and that means fall colors on the trees, bonfires, warm sweaters, hot mulled cider, and of course the KCYC elections.  Be sure and show up at the general meeting to vote.  The slate of officers has been selected by the nominating committee, and nominations are open from the floor if others wish to run.  I would like to thank each member of the nominating committee, Ken Dalgleish, Kim Clark, Kim Page, Robin Lott, Cheryl Callais, and the Chairman Art Hammon, for the time and effort they put into the process of identifying members and filling the slate. It is not easy, so thank you all for a job well done. 

We have had a great summer, and our last cruise to Pleasant Harbor was an amazing adventure. Rick and I sailed our little boat, Chenoa, to Port Ludlow, on to Pleasant Harbor and back, under the watchful eye, from time to time, of our Fleet Captain, which was much appreciated. Thank you Ed Fernandez.

I would like to thank all of you who have sent me your kind thoughts and good wishes for my great granddaughter, Juliet. She is making good progress everyday and her mommy is feeling better as well.  Hope to see many of you at the General Meeting this month, and be sure to check out the events calendar for all our upcoming  events. We have a Whiskey Tasting, and Foul Weather Bluff coming up very soon.  More news will be posted about the Commodores Ball soon, so be sure to register for the Carnevale di Venezia.

FLEET REPORT

 The Fleet had a great cruise to Pleasant Harbor the last weekend in August. Thanks to Steve and Gloria Young for being Cruise Captains and thanks to Julie Turner for coordinating the Pizza Party at the Big House!

The last cruise of the year is the Poulsbo Cruise, November 1-3. This will include a 2024 Cruise Captain appreciation dinner so look for details this week on the website. We have had a busy and fun cruise season and that is in large part due to the efforts of the people who volunteered to be Cruise Captains for each event.

BOAT SAFETY

  • We did a fire awareness boater education session during the Pleasant Harbor cruise.
  • There is still time to have a complimentary Vessel Safety Check. Contact Jim.
  • Now that the boating season is winding down we’ll look for additional boater education opportunities. Contact Jim if you have any specific topics of interest.
  • There may be a question and answer session on marine electrical and electronics coming up. Stay tuned for more information.

One Member's Opinion

Welcome to the Port Watch, our monthly article highlighting issues and activities at the Port.  This is one man’s view point and may not be the view or opinion of the Kingston Cove Yacht Club or it’s membership.

Last month I dangled words suggesting a commissioner recall may be in order. Let me clarify. Official recalls must go to the ballot, and it’s too late for that type of action. So let's just call this a vote of no confidence that I will be inviting the public in the community to consider. The goal is to light a fire under this person to acknowledge and act on his responsibilities, or get out of the way and let someone else hold his position as commissioner next year when his term is up.

Who pray tell have I targeted for this, well none other than Mr. Steve Heacock. What has me up in arms, two simple statements made that are shocking to me.

  • In February I suggested to all three commissioners that the Port might consider convening a public working group to help develop project models to facilitate more open communication between the Port and the citizens of Kingston. I asked each commissioner to respond to my idea individually. Mary and Laura did, Steve did not. On March 8th, when pressed on why he didn’t respond while the other commissioners had, he wrote: “Each commissioner has their own view regarding this redevelopment project/proposal so sharing those views individually seems counter to Governance rules to me.” Isn’t the whole idea of having commissioners represent constituents, that questions and issues and ideas can be discussed directly one on one? I guess Steve thinks his thoughts are private. IT’S A PUBLIC OFFICE.
  • The other statement was in the aftermath of Ray Carpenter’s death. At a Port workshop, Mary McClure suggested that those attending should be allowed to continue with their comments, that frankly weren’t very flattering to the Port. Steve first rejected that recommendation, then quickly changed position, with a caveat. He would support more public comment as long as those comments weren’t complaints. I guess he only wants to hear flattery.

A signature petition declaring “No Confidence” will be available in a week or so. I look forward to those that have a similar opinion to mine signing this petition, which I will present to the Port later this year.  Please address any questions or comments to Jack Lott, jlott@shuttlesmart.net, 360-340-4040.

RECREATIONAL BOATING ASSOCIATION OF WASHINGTON

  • The 2024 RBAW Annual Meeting is scheduled for Saturday, November 9th at the Tacoma Yacht Club - a Zoom webinar option will also be available.
  • Washington Recreational Boater - Pumpout Facility Assessment—RBAW and a coalition of partners were able to identify funding in the 2023 WA legislative session to help Washington State Parks update their statewide recreational pumpout facilities assessment to identify current capabilities and needs for recreational boaters This confidential survey seeks to collect key information from recreational boaters that will aid in future plans and investments to support fixed and mobile services. This survey should take you < 10 minutes, is very user friendly if you’re on your mobile device . . . and if you complete the survey, you can enter a drawing to win a $250 Visa gift card. Thanks in advance for completing this survey, and feel free to forward this on to fellow boaters!

  • An Expansive Summer for MindTheZone—MindTheZone, RBAW's initiative to raise awareness about the five seaplane advisory buoys on Lake Union, has had a measurable impact this summer. It's been another busy summer on the lake with boaters of all kinds participating in the fun! For more information, visit mindthezone.org.
  • Workshop on Shaping 2025 Education, Outreach, and Communication Efforts;
  • Watercraft Excise Tax - Annual Rulemaking—As part of RBAW’s 2024 Legislative Priorities for boaters, we are working to make the annual watercraft excise tax depreciation schedule fairer for boaters that have owned the same vessel for 15-years or more. As part of these efforts, please click HERE to read RBAW's comments to the Department of Revenue’s rulemaking relating to WAC 458-20-23801 and the watercraft excise tax depreciation schedule (CR 101 / WSR 24-14-090). Additionally, RBAW President Bob Wise attended the August 6 hearing where he personally delivered these comments.

Meetings

  • The Board Meeting will be held on Tuesday, September 17th at 6pm.
  • The General Meeting will be held on Thursday, September 19th at 6pm. There will be the usual potluck dinner followed by a business meeting. The annual election of officers will be held.

Stop by the Club
on Friday Evenings!

Now open at 5pm.

Our members are always welcome to just come in for a drink and to catch up with friends on Friday evenings.  You are not required to participate in the meal being served. Guests of members are also welcome, however they must be signed in by their host member.

When food is provided, reserve a spot if available (depending on what is being served) so that our hosts can plan the correct amount of food and avoid food loss costs to the club.


2024 Slate of Officer Nominees

The 2024 Nominating Committee (NC) consisted of Ken Dalgleish, Kim Francisco-Clark, Cheryl Callais, Kim Page, Robin Lott and Art Hammon as chair. As defined in the Bylaws the NC requested candidate names by publications in the Bosun’s Pipe as well as through email and direct contact with potential nominees.

The NC evaluated each potential candidate against the requirements in the Bylaws; discussed with each the expected role for each office; and then determined acceptability by the individual.

The formal list for the open positions is now presented:

As current commodore, Rita Osborn will continue on the Board as Past Commodore. The Bylaws allow for additional nominations from the floor prior to officer elections at the September General Meeting.

The Nominating Committee sincerely thanks the listed candidates for their willingness to participate in the nominating process and for their willingness to serve on the KCYC Board of Trustees.

The KCYC membership responsibility is to select the next set of officers by a simple majority of members at the September meeting. See you there!

SOCIAL COMMITTEE


In August, Sandi and Ken Dalgleish outdid themselves as usual with our annual Luau! Despite a last minute location scramble, everything went off without a hitch, and great fun was had by both “shifts” of diners. We cooked and served a full house of visiting sailors with a number of our members mingling; cleared them out and sent them to their boats; reset the clubhouse; and did it all over again in the evening for KCYC membership. Whew, what a crazy day! Amazing volunteer turnout, thank you each and everyone of you, as Sandi already had at the last meeting.

On August 23rd, Nancy Langwith and Jerry Kirschner hosted Nancy’s “Famous Coddled Brats”, and we played some silly silly games,, as an “almost end of summer” party. I have a whole bunch more games in my arsenal, and I am looking forward to breaking them out again at a future event, as seems appropriate. Stay tuned!

September was off to a big start already, by the time to read this, Pleasant Harbor Labor Day cruise will be done and dusted. It was a great weekend of “camp for grownups”.  Next up? Friday, September 13th was “Paint and Sip” with artist Frida Haas at the clubhouse. The following weekend Tollycraft boat club is in town for their annual cruise. Come by the clubhouse on Friday evening, September 20th, and be sure to sign up for Art Hammon’s Whiskey tasting on Saturday evening, with John Gitchel’s barbecued ribs. This is an event not to be missed, and seating is limited, so register now!

As we roll into October, the Foulweather Bluff Regatta is back, come to the clubhouse for get together with the sailors on Friday night, October 4th, sign up for the burger dinner, as headed up by your chef Joseph Charnes and friends. We need volunteers for both Friday, as well as to help on Saturday during the day for the actual Regatta. Here’s hoping for more wind than last year! Saturday the clubhouse will be open all day, and the bar will be open 3-8 pm so drop by. And, just like that (picture me snapping fingers, which I cannot do), here comes Change of Watch, and the much anticipated Commodore’s Ball. Can’t wait to see all the costumes all of you creative and super competitive people come up with. Registrations are now open, sign up, or miss out, it’s going to sell out fast.
